Team Leader - Expert in Digital Transformation - Recruitment of a firm for the formulation of the National Artificial Intelligence (AI) Strategy in the Republic of the Congo.

Assess the national AI landscape, including infrastructure, regulatory frameworks, and digital readiness.

Identify opportunities and challenges for AI adoption, particularly in agriculture, health, education, and public services.

Develop strategic recommendations for AI adoption and capacity-building, ensuring alignment with national development goals.

Master’s degree in Business Administration, Strategy, IT, Economics, Political Science, or a related field.

Minimum of 7 years of experience in digital transformation, including public policy development, governance of AI, and project management.

Proven expertise in conducting workshops, awareness campaigns, and training sessions related to digital transformation.

Experience working with government stakeholders, particularly in public administration and policy formulation.

Knowledge of AI applications for social good is desirable.

Familiarity with local, regional, and global AI trends and datasets is an asset.

Strong technical understanding of AI, data science, and emerging digital innovations is an advantage.

Demonstrated experience in policy writing, strategic analysis, and stakeholder coordination.

Experience in at least 5 similar projects, engaging with government administrations and policymakers in Congo or similar contexts.

Previous experience with UN agencies or international organizations is desirable.

Strong teamwork and leadership abilities.

Ability to work independently and under pressure.

Excellent communication, negotiation, and facilitation skills.

Ability to engage high-level government officials and technical experts.

Proven ability to develop strategic frameworks aligned with national policies.

Fluency in French is required; knowledge of English is an asset.
