Legal Expert – AI Regulation & Digital Ethics - Recruitment of a firm for the formulation of the National Artificial Intelligence (AI) Strategy in the Republic of the Congo.

Job description


Establish a legal and ethical framework to ensure responsible AI use, data protection, and fairness.

Formulate an implementation roadmap, including funding mechanisms such as public-private partnerships (PPPs) and innovation funds.

Qualifications


Master’s degree in Law, Data Protection, Digital Ethics, or Technology Regulation.

Minimum of 7 years of experience in digital policy, legal frameworks for emerging technologies, and AI governance.

Proven track record in drafting and modernizing legal frameworks for digital transformation and AI.

Expertise in international AI governance frameworks, including GDPR, OECD AI Principles, and African Union digital policies.

Strong experience in data protection, cybersecurity, and ethics in AI governance.

Ability to analyze legal risks and propose innovative regulatory frameworks.

Experience in legal consulting for governments or international organizations is an advantage.

Understanding of AI’s socio-economic and ethical implications in Africa.

Proficiency in policy drafting, legal risk assessment, and institutional capacity building.

Strong teamwork and leadership abilities.

Ability to work independently and under pressure.

Excellent communication, negotiation, and facilitation skills.

Ability to engage high-level government officials and technical experts.

Proven ability to develop strategic frameworks aligned with national policies.

Fluency in French is required; knowledge of English is an asset.
