The assignment—commissioned by the Federal Democratic Republic of Ethiopia—will culminate in a forward-looking, actionable roadmap that supports Ethiopia’s digital transformation strategy, Digital Ethiopia 2025. The project reflects the government's ambition to foster inclusive growth by investing in knowledge-based infrastructure.

This engagement supports Ethiopia’s wider digital transformation agenda as defined in Digital Ethiopia 2025, a national strategy that emphasizes the role of ICT in promoting economic inclusivity, government efficiency, and global competitiveness. The Ethiopian IT Park is a core pillar of this vision, and the strategic plan developed by Aninver will serve as the operational foundation for its future growth.

A Strategic Vision for National Impact

Located in Addis Ababa, the Ethiopian IT Park is envisioned as a flagship catalyst for innovation, entrepreneurship, and foreign investment in the ICT sector. Its strategic positioning aims to attract both local startups and international tech giants to co-create a vibrant digital economy. In this context, Aninver’s mandate is both ambitious and critical.

Aninver's task includes crafting a comprehensive three-year Strategic Business Plan for the Park. This will involve a robust assessment of Ethiopia's ICT ecosystem, global benchmarking with leading technology parks, and extensive stakeholder engagement across the public and private sectors.

Key components of the plan will include:

  • A full market and SWOT analysis of the ICT sector;
  • Benchmarking best practices from global tech parks;
  • Defining the Park’s mission, vision, and strategic goals;
  • Developing a financial model, business plan, and marketing strategy;
  • Proposing a governance framework and HR structure;
  • Designing customer service, service delivery plans, and SOPs to improve operations and tenant satisfaction.

A Collaborative and Multidisciplinary Approach

To carry out this assignment, Aninver has deployed a multidisciplinary team of consultants with expertise in strategic planning, ICT infrastructure, real estate development, human resources, policy development, and customer experience. The approach is grounded in international best practices but tailored to Ethiopia’s unique context and ambitions.

Aninver will deliver:

  • A Situational Analysis Report;
  • Benchmarking Study;
  • A Draft and Final Strategic Plan;
  • Detailed implementation roadmaps and KPIs;
  • Organizational design and staffing plans;
  • A suite of SOPs, policies, and service frameworks.

The full project is expected to be completed within six months and will be delivered in close collaboration with ITPC and relevant stakeholders.
