Aninver Development Partners has been selected by the International Finance Corporation (IFC, World Bank Group) to carry out the end-of-project evaluation of the Ghana Warehouse Receipts System (WRS) Project, a flagship initiative aimed at strengthening agricultural finance and structured trading in Ghana. This evaluation represents a significant opportunity to assess how the WRS has contributed to improving farmers’ access to credit, enhancing post-harvest management, and supporting the modernization of Ghana’s commodity markets. Through this assignment, Aninver will analyze project achievements, sustainability prospects, and lessons learned, offering strategic insights to inform future interventions in the country’s agricultural and financial sectors.

IFC has engaged our firm to deliver the end-of-project evaluation of the Ghana Warehouse Receipts System (WRS) Project, an initiative designed to enhance access to finance for smallholder farmers and improve the functioning of agricultural markets.
The evaluation will assess project results, sustainability, lessons learned, and opportunities to strengthen future market-based agricultural finance mechanisms in Ghana.
A Strategic Initiative to Strengthen Agricultural Finance in Ghana
The Warehouse Receipts System (WRS) is a critical mechanism that allows farmers to store certified commodities in licensed warehouses and use warehouse receipts as collateral for loans. This system helps reduce pressure to sell during low-price harvest periods and supports better income stability and investment capacity.
The IFC-supported WRS Project has worked to implement legal and regulatory reforms, promote digitization through the electronic Warehouse Receipts System (e-WRS), upgrade warehouse standards, and strengthen linkages with financial institutions and the Ghana Commodity Exchange.
Aninver’s evaluation will provide a comprehensive assessment of how these reforms have contributed to Ghana’s structured trading ecosystem and what can be improved moving forward.
Project Objectives and Scope
Running from December 2025 to February 2026, the assignment will examine the project’s performance using internationally recognized evaluation criteria and will include:
Assessment of Project Results and Sustainability
Evaluating whether outputs and outcomes were achieved, the quality of implementation, and the long-term viability of benefits for farmers, warehouse operators, and financial institutions.
Digital Transformation and Market Systems Analysis
Reviewing the progress and adoption of the electronic Warehouse Receipts System (e-WRS), inspection standards, and warehouse licensing procedures.
Structured Agricultural Trade and Finance
Analyzing how the project contributed to improved price discovery, access to credit, and increased participation of financial institutions in agricultural lending.
Actionable Recommendations
Providing evidence-based recommendations to strengthen future WRS initiatives and structured trading systems in Ghana.
