In November 2024, Aninver Development Partners undertook a mission to Manila as part of a World Bank-funded consultancy project aimed at enhancing performance audits in the maritime and aviation sectors. These audits are a crucial element of the Philippines' amended Public Service Act, which seeks to ensure efficient, reliable, and affordable public services by mandating regular evaluations of service providers.
During this mission, our team engaged with the Maritime Industry Authority (MARINA) and the Civil Aviation Board (CAB), the country's key transport regulators. The objectives of these consultations were to gather insights from industry stakeholders and lay the groundwork for robust Performance Audit Guidelines. These audits will focus on critical dimensions such as cost efficiency, service quality, and emergency response preparedness.
The mission included stakeholder workshops that enabled collaboration with service providers to understand current practices, identify challenges, and develop Key Performance Indicators (KPIs) tailored to the Philippine context. Our approach combines international best practices with local insights, ensuring the guidelines are both practical and impactful.
