Aninver Development Partners has been awarded a key consulting assignment to support the development of border markets in Malawi through Public-Private Partnerships (PPPs), as part of the European Union–financed Southern Africa Trade and Connectivity Project (SATCP). The assignment is led by the Public Private Partnership Commission (PPPC) of Malawi in collaboration with the World Bank.

This project reflects a growing recognition of PPPs as a powerful tool to deliver trade-enabling infrastructure in a financially sustainable and socially inclusive manner. It also highlights Aninver’s continued leadership in PPP advisory across Africa.

Project Overview: Developing Cross-Border Markets through PPPs

The objective of the consultancy is to assess the feasibility and design PPP-based solutions for the construction and operation of modern cross-border markets in strategic trade corridors across Malawi. These markets are critical to boosting regional trade, supporting small-scale traders—particularly women—and improving the flow of goods and services.

The assignment includes:

Demand assessment and stakeholder consultations to understand user needs and trade patterns;

Economic and financial modeling to assess project viability and structure incentives for private investors;

Legal and institutional analysis to align proposed structures with Malawi’s PPP framework;

Environmental and social risk analysis to ensure compliance and inclusivity;

Investor outreach and PPP transaction support, including the preparation of procurement documentation.

A Strategic Investment in Regional Trade

This initiative falls under the broader umbrella of the Southern Africa Trade and Connectivity Project (SATCP), a regional program financed by the European Union and implemented by the World Bank to enhance regional integration, reduce trade barriers, and modernize trade infrastructure across Southern Africa.

In Malawi, border markets play a vital role in regional trade and livelihoods. However, many existing markets lack basic facilities, suffer from poor connectivity, and operate informally. By structuring investments through PPPs, the government seeks to ensure quality infrastructure, better management, and increased private sector participation—while improving the economic prospects for local communities.

Building on Aninver’s PPP Track Record in Africa

This new assignment builds on Aninver’s recent PPP engagements across Africa. In particular, it complements our work in:

Zambia, where Aninver is supporting the development of a national PPP pipeline and capacity-building strategy with the support of the African Development Bank and the World Bank;

Ghana, Côte d’Ivoire, Mozambique, and Nigeria, where we have conducted PPP readiness assessments, developed legal frameworks, and supported project structuring in sectors such as transport, markets, water, and energy;

Kenya and Uganda, where we’ve delivered extensive training and institutional support for PPP units and ministries.

Aninver’s approach emphasizes inclusiveness, transparency, and long-term sustainability, ensuring that the benefits of PPP projects are widely shared and locally anchored.
