Description of project
The project aimed to support the Republic of Zambia in enhancing the capabilities of its key ministries and agencies for effective planning, structuring, and monitoring of Public-Private Partnerships (PPP) in the road sector. It focused on developing institutional capacities to increase private sector involvement in infrastructure, motivated by the need for quality infrastructure and limited public funding exacerbated by the recent pandemic.
Services provided

The consulting team was tasked with three main phases: conducting a capacity needs assessment of key Zambian ministries and agencies, developing a national strategy and action plan for institutional capacity building, and delivering training and capacity development activities. Initial tasks included mapping out existing PPP processes, assessing capacities, and identifying areas of weakness. The developed strategy guided the enhancement of capabilities with prioritized actions across short, medium, and long terms. The training component included class-style training for technical teams and direct dialogue sessions for management-level staff, focusing on risk management, financial forecasting, and other essential PPP aspects. The consultants also managed logistics for high-level consultation meetings, engaging with various stakeholders to ensure alignment and effective execution of PPP projects.
