Aninver Development Partners is proud to announce a new milestone in our international trajectory: we have been awarded our first contract in Peru to support the Organismo Técnico de la Administración de los Servicios de Saneamiento (OTASS) in the formulation of its Strategic Plan for Digital Government and Transformation, along with complementary instruments. This important assignment positions Aninver as a trusted partner in digital transformation for the water and sanitation sector, reinforcing our role in helping organizations across Latin America embrace innovation, strengthen governance, and modernize essential services.

Context: A Sector in Transformation

Peru has made significant strides in recent years to modernize its water and sanitation sector, aligning reforms with the National Sanitation Plan 2022–2026 and the National Digital Transformation Policy 2030. However, challenges remain in ensuring efficiency, transparency, and universal access to quality services.

Created in 2013, OTASS plays a pivotal role in strengthening the governance of public utilities (EPS), providing technical assistance, and promoting integration and modernization across the sector.

With growing demands for efficiency and innovation, OTASS must now align its mandate with Peru’s national digital agenda.

Recognizing this, OTASS has embarked on an ambitious journey to design a strategic digital roadmap. The project, financed under the World Bank-supported Modernization Program for Water and Sanitation Services, will empower OTASS to provide cutting-edge technical assistance to EPS, ensuring they can adopt new digital tools and practices to better serve citizens.

Purpose of the Assignment

The main objective of this consultancy is to help OTASS design and implement a forward-looking Strategic Digital Government and Transformation Plan with a three-year horizon.

Specifically, the project seeks to:

  • Develop a comprehensive digital strategy, including vision, objectives, KPIs, and a roadmap for implementation.
  • Create methodological guides on digital trust, cybersecurity, and technical assistance processes.
  • Design a digital strengthening plan, including modernization of technological infrastructure and information systems.
  • Propose and design a digital tool for managing OTASS’s technical assistance to EPS, enabling better tracking, efficiency, and transparency.

This integrated approach ensures that OTASS will not only define a clear digital vision but also operationalize it with concrete instruments and tools.

Scope of Work

The scope of work includes a comprehensive set of activities to be delivered within 180 days

These will unfold in sequential phases, beginning with diagnostic and data collection, followed by strategy design, roadmap elaboration, and capacity building. The consulting team will:

  • Conduct a diagnosis of OTASS’s digital maturity, infrastructure, and processes, identifying strengths, weaknesses, and opportunities for improvement.
  • Facilitate focus groups, interviews, and workshops to ensure participatory input from different OTASS departments and stakeholders.
  • Define a digital vision and strategic framework, aligned with Peru’s digital transformation policy and international best practices.
  • Prepare a Digital Strengthening Plan, addressing IT infrastructure upgrades, modernization of information systems, and development of digital skills among staff.
  • Draft two methodological guides: one on cybersecurity and digital trust for EPS, and another on OTASS’s provision of technical assistance.
  • Design the functional and technical specifications of a digital system to manage and monitor assistance requests from EPS, complete with reporting, interoperability, and risk management features.

Each stage of the consultancy will be validated through close collaboration with OTASS and the Ministry of Housing, Construction, and Sanitation (MVCS), ensuring ownership and sustainability.

Expected Impact

The successful delivery of this project will generate multiple long-term benefits:

  • Stronger OTASS capacity: The institution will be equipped with a robust digital strategy, guiding its operations for the next three years.
  • Improved governance and transparency: Clear digital frameworks and monitoring tools will enhance accountability in technical assistance delivery.
  • Enhanced cybersecurity and trust: EPS will benefit from tailored guidelines on managing digital risks and protecting data.
  • Modernized infrastructure and systems: Recommendations for IT upgrades and software modernization will lay the foundation for smarter operations.
  • Better support to utilities (EPS): With digital tools and processes in place, OTASS will provide more effective and timely support, ultimately improving water and sanitation services across Peru.

In short, this project represents a turning point in how digital transformation is leveraged to improve public service delivery in one of Peru’s most critical sectors.
