Aninver Wins New Contract with IFC to Develop a Creative Industries IP Reform Playbook

Aninver Development Partners is proud to announce a new contract with the International Finance Corporation (IFC), a member of the World Bank Group, to develop a Creative Industries IP Reform Playbook. The assignment focuses on strengthening intellectual property (IP) systems and enhancing monetization mechanisms across creative industries in selected countries in Africa, covering priority sectors such as music, film, fashion, and sport.

The Playbook will provide governments, development partners, and private sector stakeholders with a structured and practical framework to diagnose IP system gaps, identify value leakage, prioritize high-impact reforms, and propose actionable pathways for improving IP commercialization and investment.

Scope of the Assignment

Aninver's approach combines legal, institutional, market, and financial analysis to ensure that recommendations are both technically robust and implementation-oriented. The methodology includes country-level diagnostics, cross-sector benchmarking, stakeholder engagement, and a dedicated analysis of monetization and financing strategies — including licensing models, digital rights management, and IP-backed investment opportunities.

Key deliverables include an Inception Report, a Country-Level Diagnostic with a Matrix of Prioritized Reforms, a Monetization Strategy Note with a DFI Investment and Advisory Note, and a Final Reform Playbook consolidating all findings and recommendations.
