End of Project Evaluation of the Ghana Warehouse Receipts System Project
Description of project
The assignment consists of conducting an end-of-project evaluation of the Ghana Warehouse Receipts System (WRS) Project, which IFC has supported in collaboration with the Government of Ghana and SECO. The project aimed to establish a regulated, efficient warehouse receipts system to improve farmers’ access to finance, strengthen structured commodity trading, and enhance income stability through professional storage and market transparency. The evaluation will cover the full lifecycle of the project, assessing its relevance, efficiency, effectiveness, sustainability, and expected long-term impact, with particular attention to smallholder farmers’ ability to use warehouse receipts as collateral and the engagement of financial institutions in the agricultural sector.
Services provided
- Conduct a desk review of project documentation.
- Carry out field data collection, including interviews with key stakeholders (warehouse operators, financial institutions, regulators, farmer groups, and other value chain actors).
- Compare evaluation findings against intended objectives and outcomes.
- Identify lessons learned and factors influencing performance.
- Develop recommendations for future WRS-related interventions.
- Deliver outputs: Inception Report, Data Collection Plan, Draft Evaluation Report, Final Evaluation Report, and a presentation of findings to IFC and project stakeholders.
