The project, commissioned by UNIDO, supports the Government of Belize in developing a comprehensive strategy for a sustainable and inclusive Blue Economy (BE).
Building on Belize’s rich marine and coastal resources, the initiative aims to foster economic growth, while ensuring environmental sustainability and social inclusion.
The assignment includes a strategic diagnostic of the Blue Economy landscape, covering sectors such as fisheries, aquaculture, coastal and marine tourism, maritime logistics, shipbuilding, and marine conservation areas.
The analysis also integrates cross-cutting priorities including climate resilience, ecological sustainability, gender inclusion, and institutional strengthening, laying the foundation for a coherent and actionable Blue Economy strategy.
Services provided
- Inception Phase: Conducted a kick-off meeting, completed stakeholder mapping, and carried out a desk review of relevant documentation.
- Field Mission: Undertook site visits, stakeholder interviews, and organized a national workshop to validate preliminary findings and engage key actors.
- Situational Assessment: Mapped blue economy sectors such as fisheries and tourism, reviewed existing policy and regulatory frameworks, and benchmarked with peer countries.
- Constraints Analysis: Identified legal, institutional, environmental, and financial barriers, as well as market failures and bottlenecks affecting sector performance.
- Strategic Recommendations: Developed evidence-based policy and investment proposals, clearly defining institutional roles and responsibilities.
- Sectoral Case Studies: Selected and analyzed two key value chains to illustrate opportunities for sustainable growth and private sector participation.
