Management of Results-Based Grants (SBR) for Private Water Operators under the PASEA Program
Description of project
The PASEA program, financed by the World Bank, aims to expand access to potable water and sanitation services across the Democratic Republic of the Congo (DRC).
Under its Results-Based Grants (SBR) component, the program supports private and non-profit water operators, including ASUREP, to extend service coverage and enhance operational performance.
Grants are linked to measurable results, such as:
- New household water connections.
- Improved energy efficiency through solar-powered pumping.
- Higher billing and collection efficiency, and reduced non-revenue water losses.
This initiative strengthens the sustainability and accountability of water operators, contributing to the broader goal of universal access to safe water and sanitation in the DRC.
Services provided
- Application Management: Prepared calls for expressions of interest and managed the digital application platform for participating water operators.
- Selection and Granting: Selected eligible water operators (DEP) and drafted grant agreements in line with program requirements.
- Compliance Monitoring: Oversaw adherence to technical, financial, and environmental standards, ensuring operators met performance obligations.
- Results Verification: Supported the verification of results, including new household connections, improved service coverage, and water quality compliance.
- Coordination and Oversight: Collaborated with technical assistance providers and control missions to ensure consistent implementation.
- Financial Management Support: Assisted CEP-O in financial management, validation of eligible expenses, and performance reporting.
This work is expected to benefit over 110,000 people by improving access to safe drinking water in peri-urban and rural areas of the DRC.
