Vulnerability Analysis, Baselines and MEL Tools for Belize’s BaC-SuF Project
Description of project
This consultancy, commissioned by the Caribbean Community Climate Change Centre (CCCCC) under the GCF-funded BaC-SuF project in Northern Belize, develops practical guidance and tools to ensure equitable benefit distribution, transparency, and quality assurance. Core outputs include a vulnerability analysis and beneficiary selection criteria, a project Monitoring & Evaluation (M&E;) framework/plan, and baseline assessments of key indicators.
Services provided
- Delivered an Inception Report with desk review, detailed methodology/workplan, stakeholder mapping and risks.
- Conducted a vulnerability analysis of the Northern Belize sugarcane industry and produced selection/vulnerability criteria.
- Led stakeholder consultations and validation workshops; finalized analysis and criteria with validation reports.
- Developed draft and final M&E; framework/plan (KPIs/KSIs, data needs, tools, roles and reporting protocols) with CCCCC MEL staff.
- Designed and executed baseline assessments to fill data gaps; analysed and documented baseline results.
- Integrated baseline data into the M&E; framework and delivered final templates/tools to support implementation.
