Commissioned by UNIDO under the PAGE initiative, this assignment supported Kazakhstan's green economy agenda by conducting a comprehensive diagnostic study on blue industries eligible for blue bond financing. The analysis covered sustainable fisheries, green ports, dam management, and water services, evaluating their growth trajectories and investment potential against regional and Caspian Sea peers. The project concluded with actionable policy recommendations and a high-level stakeholder validation workshop in Astana to drive sector expansion.

- Conducted a comprehensive literature review on international blue economy frameworks, selecting three priority sectors aligned with Kazakhstan’s green economy agenda.
- Mapped and analyzed key blue industries—specifically sustainable fisheries, water services, dam management, and green ports—identifying value chain gaps and regulatory constraints.
- Assessed market potential and competitiveness by benchmarking against peer landlocked and Caspian Sea economies to pinpoint investment opportunities for blue bond financing.
- Evaluated green port development strategies, focusing on infrastructure improvement, energy efficiency, renewable power, and waste reduction.
- Developed strategic short-, medium-, and long-term policy recommendations and regulatory reforms aligned with international best practices and national strategies.
