The assignment consists of developing a Creative Industries IP Reform Playbook for the International Finance Corporation (IFC) to strengthen intellectual property (IP) systems and enhance monetization mechanisms across creative sectors in selected countries in Africa. The Playbook provides a practical, implementation-oriented framework covering priority sectors — music, film, fashion, and sport — integrating legal, institutional, market, and financial analysis to diagnose IP system gaps, identify value leakage, and propose actionable reform pathways.

  • Rapid review of IP frameworks, creative industry policies, and sector studies across selected African countries.
  • Country-level diagnostics of legal, regulatory, institutional, and market frameworks affecting IP protection.
  • Identification of IP value leakage across creative value chains, including licensing, royalty, and digital platform systems.
  • Development of a Matrix of Prioritized Reforms by implementation horizon and economic impact.
  • Preparation of a Monetization Strategy Note covering licensing, royalty collection, and digital rights management.
  • DFI Investment and Advisory Note identifying IP-based financing and investment opportunities.
  • Final Reform Playbook consolidating diagnostics, reform pathways, and monitoring indicators.
